1. Review and completely understand each of the prohibited acts that relate to Dog Control, as written in each numerical subsection of the relevant Municipal Code.
2. Determine if the facts as you directly witnessed them are clearly a violation of one or more of the
Subsections of the prohibited acts and select such subsection(s) to determine the offense.
3. Follow the chronological procession of the Information form & supporting deposition form, filling in the blanks (boxes in red mandatory/blue permissible) through computer type within each provided blank area (boxes in red mandatory/blue permissible) upon the form.
4. Be sure To:
a) Properly identify the Defendant, by proper name spelling (if known).
b) Fill in all required information for you as the Complainant
c) indicate AM/PM to indicate appropriate times
d) Details of the violation observed; {refer back to the subsection(s) selected as most appropriate as it relates to the prohibited act and use the language of the prohibited act in the body of your narrative statement of the violation you witnessed}, this must be briefly detailed in the body of the Information and the Supporting Deposition must be a complete and comprehensive statement narrative of the incident which lead to the violation so being charged. REMEMBER in all narratives to answer WHO, WHAT, WHEN, WHERE, and if known, WHY of the incident that occurred which lead to your desire to bring the charge(s) against the defendant.
5. Once printed in it's hard copy form the Information and Deposition shall be reviewed for accuracy in its form by appropriate authority, signed under penalty of perjury, and witnessed, by an SPCA Official Then, the reviewing and witnessing Agent will issue an Appearance Ticket to the defendant on behalf of the complainant and forward the Information and Supporting Deposition with the Appearance Ticket copy, as appropriate, to the court and municipal attorney.
